Kinross Charter Township has determined the necessity to operate and maintain a Police Department for the area contained within the former Kincheloe Air Force Base. On August 25, 1981, the Township made final determination of a special assessment district known as the 1981 Police Special Assessment District. It is the intention of the Township to annually determine the estimated costs and expenses for police protection within this special assessment district and to fund all or part of these estimated costs and expenses by special assessment on properties in this district.
The Township has estimated the costs and expenses of police protection for the Township's April 1, 2021 through March 31, 2022 fiscal year and has determined what funds will be available from other sources, if any. The Township, pursuant to Michigan law, intends to impose special assessments on benefited properties within the special assessment district to pay for the costs of police protection for the 2021 through 2022 fiscal year, which are unavailable from other sources of revenue.
The Township has on file the proposed special assessment roll for the police district. The benefited properties which includes residential, commercial and industrial will be taxed as follows:

These special assessments will be payable with your December 1, 2020 tax bill.
A PUBLIC HEARING will be held in the KINROSS TOWNSHIP HALL, 4884 W. Curtis St., Kincheloe, Michigan, on September 9, 2020, at 7:00 PM to review and hear any objections to the estimated cost and expenses of police protection and the spread of the special assessment levy.
TAKE FURTHER NOTICE that an owner or party in interest in a lot or parcel of land subject to a special assessment may file a written appeal of the special assessment with the State Tax Tribunal within 30 days after the date of the confirmation of the special assessment roll, but only if said owner or party in interest appears and protests the special assessment at this hearing. An appearance may be made by an owner or party in interest, or his or her agent, in person, or in the alternative, an appearance or protest can be filed with the Township, by letter, prior to the hearing, in which case, a personal appearance at the hearing is not required.

NOTICE IS HEREBY GIVEN that the Township Board of the Township of Kinross, Chippewa County. Michigan, has determined that the sum of $205,733.00 shall be paid by special assessments against benefited properties located within the 1981 Police Special Assessment District, established by the Township Board on August 25, 1981, to pay all or a portion of the cost of operation and maintenance of police protection as a part of the Township’s Police Department for the former Kincheloe Air Force Base for the Township’s April 1, 2020 through March 31, 2021 fiscal year. The 1981 Police Special Assessment District consists of all lands located in the former Kincheloe Air Force Base, including lands in parts of Sections 19,20,28.29,30,31, and 32, T45N, RI W, Kinross Township, Chippewa County. Michigan, including all parcels located in Cedar Grove Estates No. I Subdivision (part of Sec. 29, T45N, RIW), Cedar Grove Estates No.2 Subdivision (part of N l/2, Sec. 29. T45N, RIW), Cedar Grove Estates No.3 Subdivision (part of Sec. 29 and the SI/2 Sec. 20 T45N, RI W), Country Club Condominium (part of Sec. 20 T4SN, RI W), Commercial Plat No. I (part of SW 1/4, Sec. 29, T45N, RI W), Commercial Plat No.2 (part of Sec. 29 and 30, T45N. RI W). Industrial Plat No.1 (part of Sec. 32, T45N, RI W), Industrial Plat No.2 (part of Sec. 31 and 32, T45N, RI W), Dukes Lake (part of SW 1/4 of Sec. 28, T45N, RI W), and all unplatted parcels, including those in public ownership and leased for private purposes.
NOTICE IS FURTHER GIVEN that the Township Supervisor of Kinross Township has made and certified a special assessment roll for said Special Assessment District which roll sets forth the relative portion of the cost of the said operation and maintenance which is to be levied in the form of special assessments against each benefited lot and parcel of land in said Special Assessment District
TAKE NOTICE that the Township Board of the Charter Township of Kinross will hold a PUBLIC HEARING on Wednesday, September 9, 2020, from at least 7:00 p.m. to 9:00 p.m. at the TOWNSHIP HALL located at 4884 Curtis, in said Township to review the said special assessment roll and to hear and consider any objections to the estimated costs and expenses of police protection and the spread of the said special assessment levy.
TAKE FURTHER NOTICE that the special assessment roll as prepared has been reported to the Township Board and is on file with the Township Clerk for public examination.
TAKE FURTHER NOTICE that any person objecting to the said assessment roll shall file a written objection thereto with the Township Clerk before the close of said hearing, or within such further time the Township Board may grant.
TAKE FURTHER NOTICE that an owner or party in interest in a lot or parcel of land subject to a special assessment may file a written appeal of the special assessment with the State Tax Tribunal within 30 days after the date of the confirmation of the special assessment roll, but only if said appeal made by an owner or party in interest, or his or her agent, in person, or in the alternative, an appearance or protest can be filed with the Township by letter prior to the hearing in which case a personal appearance at the hearing is not required. This notice was authorized by the Township Board of the Charter Township of Kinross.
